Sean Stackley is Senior Vice President, Strategy, Growth & Technology for L3Harris Technologies. In this role, he seamlessly brings together our strategy, U.S. and international business development, and program excellence activities to drive both organic and inorganic growth. Previously, Stackley was President of the Integrated Mission Systems segment for L3Harris Technologies. In this role, he was responsible for business strategy, financial performance, successful execution and growth for Integrated Mission Systems, which covers an extensive portfolio of solutions, including Airborne Reconnaissance, Naval Ship Systems, Unmanned Systems and Electro Optical Sensors. Stackley previously held the roles of Senior Vice President and President for L3 Technologies’ Communications & Networked Systems segment. He is a former naval officer who served as the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN-(RDA)) from July 2008 to August 2017. He also served as the acting secretary (ASN) of the Navy from January to August 2017.
Prior to his appointment to ASN-(RDA), Stackley served as a professional staff member of the U.S. Senate Committee on Armed Services.
During his tenure with the committee, he was responsible for overseeing Navy and Marine Corps programs, U.S. Transportation Command matters and related policy for the Seapower subcommittee.
Stackley began his U.S. Navy career as a surface warfare officer, serving in engineering and combat systems assignments. Upon completing his warfare qualifications, he served in a series of industrial, fleet, program office and headquarters assignments in ship design and construction, maintenance, logistics and acquisition policy.
From 2001 to 2005, Stackley served as the Navy’s LPD 17 program manager. Having served earlier in his career as production officer for the U.S.S. Arleigh Burke (DDG-51) and project Naval Architect for the Canadian Patrol Frigate, HMCS Halifax (FFH 330), he had the unique experience of having performed a principal role in the design, construction, test and delivery of three first-of-class warships.
Stackley was commissioned and graduated with distinction from the U.S. Naval Academy with a Bachelor of Science in Mechanical Engineering. He holds the degree of Ocean Engineer and a Master of Science in Mechanical Engineering from the Massachusetts Institute of Technology. Stackley earned certification as a professional engineer from the Commonwealth of Virginia.
