Paul Rowley Biography and Net Worth

Paul Rowley has over 35 years of experience in the water utility industry.He began his career as an entry-level meter reader for an investor owned utility. From this entry point, Mr. Rowley has progressed through various management positions overseeing the operations and maintenance activities of both retail and wholesale, investor owned and municipal water operations.  Mr. Rowley began his employment at Golden State Water Company in 2007 as the District Manager for the Central District. In November 2014, Mr. Rowley was promoted to the Director of Procurement after serving as the interim Director.  In this position, Mr. Rowley had direct oversight of the Procurement Services Department and was charged with centralizing procurement activities at Golden State Water Company.

In January 2016, Mr. Rowley was promoted to the Vice President of Water Operations and Director of Procurement Services. In this position he has executive responsibility for all District Operations and the Centralized Procurement Services Department. He is accountable for ensuring positive relationships are maintained with city and county management and elected officials throughout all Golden State Water Company’s water service areas, and maintains executive oversight of the Centralized Procurement Services Department.

Mr. Rowley holds a Bachelor of Science Degree in Business Administration and a Master Degree in Public Administration from California State University, Northridge. He also holds Grade 3 water treatment operator and Grade 5 water distribution operator certifications issued by the state of California Water Resources Control Board, Department of Drinking Water.
